Child Sexual Exploitation
Child Sexual Exploitation (CSE) is a major issue across the UK and worldwide. Vulnerable young people are groomed by adults and exploited. On-line grooming has become an increasing issue due to social media networks which enable strangers to interact with young people. The definition of CSE is:
Child sexual exploitation is a form of child sexual abuse. It occurs where an individual or group takes advantage of an imbalance of power to coerce, manipulate or deceive a child or young person under the age of 18 into sexual activity (a) in exchange for something the victim needs or wants, and/or (b) for the financial advantage or increased status of the perpetrator or facilitator. The victim may have been sexually exploited even if the sexual activity appears consensual. Child sexual exploitation does not always involve physical contact; it can also occur through the use of technology.
Child sexual exploitation can occur through the use of technology without the child’s immediate recognition: for example being persuaded to post sexual images on the Internet without immediate payment or gain. In all cases, those exploiting the child / young person have power over them by virtue of their age, gender, intellect, physical strength and / or economic or other resources.
Violence, coercion and intimidation are common in exploitative relationships being characterised in the main by the child or young person’s limited availability of choice resulting from their social / economic / emotional vulnerability.
This definition of child sexual exploitation was created by the UK National Working Group for Sexually Exploited Children and Young People (NWG) and is used in statutory guidance for England.
Indicators of CSE include
- Staying out overnight.
- Missing from home.
- Truanting from school.
- Unexplained gifts, money, and mobile phones.
- Losing contact with family and friends of their own age and associating with older age groups.
- Secretive about where they have been and with whom.
- Chatting online to people you have never met.
